MasterCard POS Terminal Security Program
September 1, 2006
- Acquires must ensure that all newly installed wireless POS terminals and internet protocol-enabled terminals, including replacement, deployed on or after September 2006 support encryption.
January 3, 2007
- Acquirers must upgrade all wireless POS terminals and Internet Protocol-enabled POS terminals deployed before 1 September 2006
Definition – A wireless POS terminal is defined by MC (ChapterW) as “Any POS terminal that conveys data through any form of wireless communications link.Wireless Network Consolidation

Mandatory Upgrade for all Merchants That Accept Pin-based Debit Transactions |
Recent years have seen a dramatic increase in the scope and audacity of credit card fraud on a global scale. Credit card and PIN data replication, or skimming, and at least theoretically, DES encryption cracking, now pose a massive threat to the security of the electronic transactions industry. As a result of this, there is a demand for much higher levels of security than previously required, for example Triple DES encryption methodology. Atlas Merchant Services wants to ensure that merchants are in compliance with the Association mandates for DUKPT debit encryption. If you are currently taking pin based debit cards, please contact your local sales agent or call our customer service at (865) 579-5515. Question: What timeframe has been allotted for merchants to be upgraded with a PED compliant Pin Pad device?
Answer: All existing merchants will be required to be compliant prior to December 2007. Question: Will the terminal have to be downloaded once a PED compliant Pin Pad is provided to the merchant?
Answer: Yes. In order for debit to work properly, the terminal program will have to be configured to process 3DES Debit transactions.

Visa
Visa will modify edits on Commercial Card Level II Data Rate. Currently, transactions that are tax exempt (i.e. have a sales tax value of $0.00) are eligible for Level II. Effective April 7, 2006, those items will no longer be eligible for the Commercial Card Level II Data Rate program. Commercial card transactions submitted with a sales tax amount of $0.00 will qualify at either Commercial Electronic or Commercial Standard. In order to continue qualifying at Commercial Card Level II Data Rate, a tax amount must be entered that is between 0.1% and 22% of the transaction amount. In addition, Purchasing Card transactions will no longer require the Customer Code value in order to qualify at Purchasing Card Level II Data Rate.
